This is a Brandt's Cormorant (Phalacrocorax penicillatus)

Update 3-5-2014: This is believed to be a hybrid offspring of a Brandt's Cormorant (Phalacrocorax penicillatus) and a Mallard Duck (Anas platyrhynchos)
